Maintaining Competence and Performance in Changing Circumstances: A New Look

This paper looks at an old problem in a new way. The problem of how to harmonise job requirements with personnel to achieve competence and performance remains one of the biggest problem of human resources management and hence of management as whole.

It is the premise of this paper that the problem with current manpower training and recruitment approaches which have made this area more of an art than a science is due to basic perceptions of human assimilation and accommodation processes.

In response a new principle based on a new concept called COMPETENCE DISHARMONY is proposed. The paper therefore presents the key theoretical postulates of the new principle and it’s associated concept of Competence Disharmony.

The paper deposes that the perception adjustments proposed by the new principles have immense potential for resolving the problem. It further highlights the need for further development to make this practical...
